PLan to help poor and immigrants open and maintain bank accounts

New York Times article on page A22 on the December 12,2008 stating that California is tying to create a program to make it easier for immigrants and the poor to open up bank accounts instead of keeping all of their money in cash. They would provide the public with free training on the new program and give them low/no fees. This would greatly affect the community and is an interesting article.
