This column explores inaccurate language used in politics.

George Orwell once wrote that “if thought corrupts language, language can also corrupt thought”[1].i Sixty years later, political prose is as insidious as ever, with 80% of Americans kept politically illiterate mostly due to the propaganda of Fox News and the disinterest stemming from our thoroughly inept leaders [2].  For a civil society to prosper, its citizenry must master political language in order to have meaningful debate with clearly understood words.  Instead, the trend of our century has been the devolution of the English language.  With this comes an inability to properly understand the world around us.  As Kong-zi (Confucius) once said, “If names are not correct and do not match realities, language has no object.  If language has no object, action becomes impossible — and therefore all human affairs disintegrate” [3].

Instead of continuing this meandering tirade, it is best to point out a few minor instances of inaccuracies in political language.  The first is the lack of distinction between a government and its people.  In the years following the US invasion of Iraq, anti-American sentiment rose to new heights, with its descent occurring only recently.  Surprisingly, Europeans hold the same misunderstanding of Americans, as Americans have about foreigners.  Chiefly, Europeans make the simple mistake of assuming the policies of a democratic government is aligned with the general opinion of its people(!)  However similar to American views, Americans take it a step further into absurdity by assuming the same of countries ruled by authoritarian regime.  Last year, after months of Republican demonization of Iran, they were blind-sided by the pro-democracy, modern, progressive, college student uprising following the discontent over their elections.  What’s this? The Iranian people (Gasp!) are not as anti-American as their elected leader.  Why was this so difficult to accept, even though Americans had no issue with distancing themselves from former President G. W. Bush?

Another area of inaccuracy in political language is the lack of distinction between country and state.  Aside from the egregious practice of personifying countries as Sarah Palin is so fond of doing, it is unsettling when countries and states are used interchangeably. “America” is the name of a country, and ” the United States of America” is the name of a state. A country is a geographical expression, whereas a state is the sovereign governance within a definite boundary.

Iran is another example.  The name of the country is “Iran.”  The name of the state is the “Islamic Republic of Iran.”  The people of Iran are known as “Persian.”  They are known as “Iranian” if specifically being referred to as citizens of the Islamic Republic of Iran.

What is the difference between the People’s Republic of China (PRC) and the Republic of China (ROC)?  The PRC was established in 1949, currently has control over mainland China, and is commonly and clumsily referred to as “China.”  The ROC is older; it was established in 1911, lost control of the mainland in 1949, and is now commonly referred to as “Taiwan.”  Both claim to be the legitimate governments of mainland China.

As philosopher Sir Francis Bacon once noted, “words are the footsteps of reason.”  The use of accurate words provide much needed clarity in political discourse and will allow people to have meaningful discussions and perhaps meaningful action.

As Gaetano Mosca, a 20th century Sicilian political scientist, wrote in Elementi di scienza politica (The Ruling Class), all civil societies, including those in democratic countries, are dominated by a political class. Especially in democratic countries, the political class is composed of individuals who are well educated and understand the political system. The 20-80 rule is commonly observed in politics and sociology. In this case, 20% of the population is politically active.

  1. I agree that precision in language is definitely something every American needs to adopt.

    IDK about your interpretation of Iran’s feelings about the U.S. You wrote, Iranians are “are not as anti-American as their elected leader.” Given that we installed a puppet shah in their government, pushed for U.N. sanctions on them for years, and have economic and political interests in their region of their world, it’s safe to say that they pretty much hate us.

    You also wrote that Iranian people are in a way cultural allies of the U.S. because of “pro-democracy, modern, progressive, college student uprising following the discontent over their elections.” Iran is a constitutionally illiberal democracy at best. Being the president of Iran is almost like being the world’s tallest midget. The clerics are still the wind that shake the barley.

      I will not get into an ideological or dogmatic argument with you over this. US policies towards Iran contributes to anti-American sentiment, but it is well documented that this is not the popular sentiment of the people.

      You put in a premise that did not exist in my original argument. This is your own opinion, not mine.

      I consider the Islamic Republic of Iran to be an illiberal democracy as well, but the student uprising was a paradigm shift for the people of Iran.

      • The “popular sentiment of the people” is that America is the devil. I’m not saying that they dislike our culture and such. We have exerted soft power of Iran, as did we most of the world. That doesn’t mean they support the United States as a nation. They can play Michael Jackson music all they want and still want us gone.

        You used the words “modern” and “progressive.” Those are words of opinion. You could’a just left it as “pro-democratic.” Sorry for analyzing it to this nth degree. I wanted to have precise political language :P

        I guess this is where there is no objective test. The student uprising isn’t much of a paradigm shift in my eyes. Guarding Council is too strong right now. Maybe in 30 years when all their elderly die, things may change. They may end up like Turkey…kind of.

  2. there are better topics of political language to mince words over such as “liberal vs. democrat”, “conservative vs. republican” or “communist vs. socialist”.

    “country vs. state” is a somewhat important distinction, but its difference is almost negligible holding importance for discussion for peevish political persons.

    I also don’t think that Americans (much less the Republicans) thought that Iran (its people – not government) hated America mostly because of their ignorance of US relations (or lack thereof) with Iran altogether.

    and…in short, I feel that because of an ignorance among the general American populace regarding this topic, the best way to reach them is not to explicitly define politics-specific nomenclature but to talk about issues; nomenclature is so overrated.

  4. The overall theme (which I believe is that “political communication matters”) is something I agree with. But I believe the examples used should have taken a backseat to more clear-cut examples of how misunderstandings of terms like “democracy,” “republican,” “liberal” and “conservative” can be used by political elites to influence voting behavior. I also think the point of this article gets lost in a diatribe. The data are there to uphold the theme you are writing about, but I’m unconvinced that this line of reasoning effectively taps into those data or presents a compelling case.

    To mince words, the term “state” has no singular meaning because its context changes from literature to literature. International Relations would use this term as you do (into which other terms like “nation” and “regime” are thrown to add clarity), whereas American politics tends to use this term to describe the regional units of our federal system. But even if every U.S. citizen could identify these academically useful differences of “nomenclature,” what possible bearing would it, or should it, have on their electoral behavior and political reasoning? I would assume very little indeed, and a grand assertion that these minute differences of knowledge matter would need copious evidence to turn my head. Samuel Popkin suggested that incomplete information abound, voters can still make rational decisions about politics—that they ain’t that stupid.

    Per Iran: My sense from the polls was NOT that the U.S. citizen, conservative or liberal, was of the belief that every Iranian (Persian) supported its authoritative oligarchy outright. Rather, it was acknowledged that citizen dissidents were being killed off and expressed outrage that political opposition in such an environment was limited and, to the extent that it existed, ineffectual. I did not get the impression that Americans in general were of they belief that Iranians were politically homogenous.
